Government to introduce new category of award –Most Film Friendly:
  • As part of the Government’s effort to promote the Indian film industry and India’s “Soft Power”  it has been decided to institute  a new award category under the National Film Awards titled “The Most Film Friendly State/UT”.  This award will be conferred for the first time at the 63rd National Film Awards  to be held on 3rd May 2016.  The award will be conferred by the Hon’ble President of India.
  • It has also been decided to establish a Film Facilitation Office at the NFDC premises under the supervision of the Ministry of I&B.  The objective of setting up the office was to provide  single window clearance to film makers and promote India as a Filming Destination.  This would also enable creating a film friendly environment in the country. 


Government of India and World Bank sign a loan agreement for Neeranchal National Watershed Project:
The project to be implemented by the Ministry of Rural Development over a six-year period (2016-21) will support the Pradhan Mantri Krishi Sinchayi Yojana in hydrology and water management, agricultural production systems, capacity building and monitoring and evaluation.

Cabinet approves India joining the International Energy Agency – Ocean Energy Systems :
  • The Union Cabinet, chaired by the Prime Minister has given its approval for India becoming a member country of the International Energy Agency - Ocean Energy Systems (IEA-OES) by signing the Implementing Agreement (IA). The nodal agency for the membership would be Earth System Science Organisation - National Institute of Ocean Technology (ESSO-NIOT) under the Ministry of Earth Sciences. 
  • The IEA is an inter-governmental organization with a broad role of promoting alternate energy sources (including renewable energy), rational energy policies and multinational energy technology co¬operation and acts as energy policy advisor to 29 member countries. The OES, launched in 2001, is an intergovernmental collaboration between countries, which operates under framework established by the International Energy Agency.
  • By becoming a member of the IEA-OES, India will have access to advanced R&D teams and technologies across the world. India will partner in developing test protocols along with other countries. 

Government to come out with comprehensive MSME Policy :
  • Micro, Small and Medium Enterprises Ministry has decided to come out with a comprehensive policy for MSMEs, which will be drafted by a high powered committee to be headed by former cabinet secretary Prabhat  Kumar.
  • At the moment there is no integrated approach for the development of MSME despite the fact that it accounted for 40 per cent of India’s manufacturing and 45 per cent of exports. “The idea is to integrate various policies pertaining to the sector and come out with one comprehensive policy,” 

MUDRA (SIDBI):
  • Cabinet approved creation of a Credit Guarantee Fund (CGF) for Micro Units Development Refinance Agency (MUDRA) loans and for converting MUDRA Ltd. into MUDRA Small Industries Development Bank of India (SIDBI) Bank as a wholly owned subsidiary of SIDBI. 
  • Now the MUDRA (SIDBI) Bank will undertake refinance operations and provide support services with focus on portal management and also data analysis etc. The MUDRA (SIDBI) Bank can take -up any other role as may be assigned to it by Government

Government brings paradigm shift in the approach for faster implementation under 'Namami Gange' programme :
  • The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, has approved the proposal for taking up Hybrid Annuity based Public Private Partnership (PPP) model under Namami Gange Programme which aims to reform the wastewater sector in India.
  • Marking a paradigm shift in the implementation mode, Hybrid Annuity based Public Private Partnership (PPP) model will now be adopted to ensure performance, efficiency, viability and sustainability. In this model, a part of the capital investment (upto 40%) will be paid by government through construction linked milestones and the balance through an annuity over the contract duration upto 20 years.
